What is State Unemployment Insurance (SUI)?

A state payroll tax paid entirely by employers to fund unemployment benefits for laid-off workers. Rates and taxable wage bases vary by state and are adjusted based on each employer\'s claims history through experience rating.

Why State Unemployment Insurance (SUI) matters for employers

SUI is an employer-paid tax, not a deduction from employee wages. New employers typically receive a standard new employer rate assigned by the state, then develop their own experience-rated rate based on claims history after two to three years. Employers with low turnover and few layoffs earn lower SUI rates over time, while those with high layoff frequency pay higher rates.

SUI rates apply only up to the state taxable wage base per employee per year, which resets each January 1. Employers with operations in multiple states must register for and pay SUI in each state where employees work, applying the applicable rate and wage base for each state separately.
