Minnesota Payroll Requirements

What makes Minnesota payroll different from other states?

Minnesota levies a graduated state income tax with rates from 5.35% to 9.85%, one of the higher top rates in the country. Employers must withhold Minnesota income tax using tables from the Minnesota Department of Revenue and remit on a monthly or quarterly schedule. Minnesota SUI is administered by the Department of Employment and Economic Development. Minnesota also has a Paid Family and Medical Leave program with contributions and benefits launching in 2026.

Minnesota's PFML program is one of the most recently enacted state-level programs. Employers must withhold the employee share and pay the employer share of contributions on the required schedule. Minnesota also has a mandatory Earned Sick and Safe Time law covering most employers, requiring accrual and use of paid leave for qualifying reasons. Minneapolis and St. Paul may have additional local employment ordinances affecting employers in those cities.
