Utah Payroll Requirements
Utah levies a flat state income tax of 4.65%. Employers must withhold Utah income tax from wages and remit to the Utah State Tax Commission on a monthly or quarterly schedule. Utah SUI is administered by the Utah Department of Workforce Services. Utah does not have a mandatory state disability insurance program or paid family leave funded through payroll contributions. Overtime follows federal FLSA rules.
Utah's flat rate simplifies withholding compared to graduated systems: there are no bracket calculations, just a single rate applied to each employee's taxable wages after allowances. Utah does have wage payment act requirements around final paycheck timing and permissible deductions. Utah employers must report new hires to the Utah New Hire Registry within 20 days of hire date.
